Justice versus Political Will

The Department of Justice released its report on its investigation of the Ferguson Police Department and concluded; "evidence of racial bias in emails sent by Ferguson Officials....These email exchanges involved several police and court supervisors, including FPD supervisors and commanders."

Other emails exposed how President Obama was perceived in Ferguson; "Obama won't be president for very long because 'what black man holds a job for four years'."

The most damning section of the DOJ's findings about the practices of the Ferguson Police Department, and more importantly, the culture of the department towards blacks; "The DOJ shows that Feguson's officials' bad actions have significant, life-altering consequences for residents".

I have only one question for the DOJ - if the culture and practice of Ferguson police officers have consistently proven to be "significant and life-altering" to the largely African American residents, exactly why was Darren Wilson not indicted for violating Michael Brown's Civil Rights? Clearly Darren Wilson was influenced by the surrounding culture of disrespect and flagrant racism by his superiors and his peers, and yet the DOJ was unable to  "find enough evidence" that Officer Wilson violated Brown's civil rights?

A legal scholar I am not, but the two extremely divergent reports, findings seem to have been performed by two separate, but unequal parts of the DOJ! How can everyday people expect "justice" if justice seems to exist, unless of course, the course of justice can be preempted by an unarmed, young man shot to death at close range by an officer with an overarching perception that all black men are dangerous?
